Can anyone explain to me about the New Offside Rule??

As the title said, how is different from the original rule now??? When and where (which league or what tournament) is this taking place now??

Also one rule that I really wanted to know. If for instance the ball is still in the air it curve out of the sideline but when the actual ball drop on the ground it is within the field, is that considered out already???
 
The new rules are that the ball has to be touched by the attacker before it is actually given offside.

And I don't understand what the hell the second one is about.
 
Inter_211 is right. Its considered out. Its funny when people mess up corners because of that rule where they shoot it out but curls back into play.
 
Yeah, thats it. But he's asking if its the same case during play when a player for example crossed along the line which curled out of play but never hit the ground.
