To be a bit more helpful to you... the explanation is because the Kits have yet to be found/decrypted so therefore are not patchable.

can we patch/insert kits for licened teams such spain (baracelona) , italy ( juventus), holland, arsenal, etc

You can for licensed teams I think because those kits are visible.

As i know pes5 kits have a diffrent layout/template then pes4
