Yes it is to ensure that players are no less than 10 yards away from the ball on the penalty spot.

I thought players are supposed to stay out of the penalty box in the event of a penalty kick....Its the D arch that still puzzles me...what is its significance?
 
I've reworded my reply to make sure.

No player is allowed to be within ten yards of the ball on the penalty spot, except for the penalty taker, and only the penalty taker and the opposition goalkeeper, are allowed in the penalty area.

In addition all of the other players must be at least 10 yards away from the ball, so to ensure this there is a D around the penalty area, and each point of the D is a radius of 10 yards away from the penalty spot.

The radius "R" in this pic below demonstrates what I mean
