It doesn't matter cause the lobby just acts as what pes4launcher was. Sort of a meeting place. But when you play with an opposition it's ip-ip. Thus if you have a friend living in a location near you and have a decent connection, the network performance during play is ok.
I asked this question because there is this line in Konami's PC online user agreement available at the official website: (yeah, some people do read the agreement
"15. Connection Restrictions. Please use this software purchased in your own country. KONAMI has no liability for using and accessing the Online Game from a country other than that where this software was sold."
